Forty years’ focused experience in health care law, including over thirty five years’ private practice representing physicians, pharmacies and pharmacists, dentists, dental hygienists, registered and vocational nurses, clinical laboratory operators, psychologists, chiropractors, registered physical therapists, podiatrists and other health care providers in matters of professional licensure, discipline, reimbursement, and litigation concerning healthcare-related matters in state and federal courts. Representation of providers and suppliers in significant Medicare and Medi-Cal audits; Medicare and Medi-Cal audit appeal procedures; Medicare and Medi-Cal suspensions, exclusions, revocation of Medicare billing privileges, and program participation reinstatement proceedings and appeals; Fraud and Abuse practice, including defense of state and federal civil monetary penalties, including federal civil RICO actions. Extensive experience in civil litigation in state and federal courts, including jury trials, depositions, petitions for writs of administrative mandate; injunctive relief, traditional mandate, mediation, arbitration, law and motion practice. Represented prevailing licensees in over 80% of petitions for writs of mandate in healthcare law matters in Sacramento Superior Court.
